About the Role
Measurement Incorporated is seeking a Vice President of Software Development to lead our engineering organization and drive the delivery of secure, scalable, and high-quality software solutions.
Reporting to the CEO, this role owns execution, engineering quality, and delivery outcomes, while the CTO defines overall technology strategy and architecture. You will lead multiple development teams and Quality Assurance, advance Agile and AI-enabled development practices, and help institutionalize a modern software development lifecycle aligned with business priorities.
What You’ll Do
Lead & Develop Teams
Lead 3–4 software development teams and directly oversee the Quality Assurance function
Coach and develop engineering managers and senior technical leaders
Build a high-performing, accountable, and collaborative engineering culture
Drive Modern Engineering Practices
Champion Agile methodologies across teams
Integrate AI-assisted development (e.g., Claude-based workflows) into daily engineering practices
Define and institutionalize development standards and lifecycle processes in partnership with the PMO
Continuously improve engineering processes to increase productivity and quality
Deliver High-Quality Software
Own delivery outcomes across teams, including quality, predictability, and timeliness
Ensure projects are delivered on time, within budget, and aligned to strategic priorities
Support reliable platforms for large-scale assessment and operational programs
Shape Technical Execution (Hands-On Leadership)
Partner with the CTO to implement scalable, maintainable, and reliable solutions
Promote strong engineering standards and architectural discipline
Ensure modern DevOps practices (CI/CD, automated testing, infrastructure-as-code)
Evaluate and validate tools, frameworks, and emerging technologies through hands-on prototyping and practical implementation
Ensure Quality, Security & Performance
Embed secure software development practices (secure SDLC) across all teams
Support compliance, security reviews, and risk mitigation efforts
Define and manage engineering performance using metrics such as delivery predictability, cycle time, defect rates, and team productivity
Manage engineering budget, including staffing, tools, and platform investments
Collaborate Across the Organization
Partner with PMO, technology operations, product, scoring operations, and program teams
Communicate priorities, risks, and progress clearly to executive leadership
Contribute to long-term technology strategy and platform planning
Build Organizational Capability
Strengthen engineering leadership and long-term organizational capability
Foster a culture of innovation, accountability, and continuous improvement
What You Bring
Required
Bachelor’s degree in Computer Science or related field
10+ years of progressive software engineering leadership experience
Experience managing multiple teams through engineering managers
Strong expertise in Agile methodologies
Experience implementing AI-assisted development practices
Deep understanding of modern architecture, scalable systems, and secure SDLC
Preferred
Master’s degree or MBA
Experience with AI-enabled platforms (e.g., Claude or similar tools)
Experience in regulated or secure data environments
Experience building enterprise-scale, high-volume platforms
Cloud experience (AWS, Azure, or GCP)
